In a large mixing bowl, add the cream cheese, sugar, and salt. Whisk it all together until it's even and creamy and all the salt and sugar dissolve.
Slowly add milk into the mixture while mixing at the same time if possible. Do this in small intervals that way the milk doesn't over saturate your mixture and become clumpy. You should get a creamy texture after all the milk is mixed in.
In a separate mixing bowl, add the heavy whipping cream and whip until you get to around medium peak density.
Combine the whipped cream into the cream cheese mixture and mix together until it's even and fluffy.
